We have managed to identify the exact cause of the issue with Atlassian and are working with them on the solution.
We are confident that at the moment no Customer instances are or were affected by this.
We still do not recommend any Email This Issue app re installation , if you have an unpinned ("global") Atlassian site (with respect to Data Residency) until further notice.

Update -
Without having a strong evidence, based on our observations we highly recommend not to initiate any Email This Issue app reinstall process, if you have an unpinned ("global") Atlassian site (with respect to Data Residency).
Our investigation concluded that only a subset of sites may be impacted that reside in the "global" region (physically located in the US), since following a reinstallation the requests might be routed to another region (based on geolocation data), resulting in the current issue.
We are still consulting Atlassian and waiting for an approval and fix from their side, provided that our assumptions are correct.
On any other sites, the application should work as expected. If you still experience severe availability/functional issues, please report us immediately.

Update -
We are currently working with Atlassian to identify the cause of the anomaly.
At this point in time all evidence points to the fact that only a handful of Email this issue installs are affected.
In case you encounter any issues like missing settings, mail handlers, connections please contact our support team as soon as possible.

Identified -
We identified that only app installations on a limited subset of Atlassian sites are affected. However, the UI-related parts (administrative pages, manual email sending) of the application seems to be completely non-functional on the impaired sites due to some routing issue (as client data stored in the database cannot be accessed and displayed on the UI).
Up until now, we haven't found any clear evidence whether the root cause of this problem lies in our own or in Atlassian's infrastructure. We also contacted Atlassian and asked for an immediate investigation.
If your site is among the impacted ones, we ask for your patience until further clarification and a possible fix.
